Telecom Following an invitation by the Director-General of Telecommunications to the public to send in suggestions for improving telecom. facilities the Telecommunication Users Association has sent in thirteen suggestions. They relate to bills and their method of payment the establishment of a Billing Complaints Committee and better liaison between the Telecommunications Regulatory Commission with the subscriber. The suggestions are as follows: Itemised bills for all calls should be as in the case of bills for International Direct Dialling, and should be available for a fee not exceeding Rs. 100/-. Bills should be computed on a monthly basis, and should be current, to avoid a strain on the subscriber's resources. If there is a delay in billing reasonable time should be given for payment, or payment in four instalments should be permitted for outstanding bills. Unresolved problems should be referred to a Billing Complaints committee. A customer who is dissatisfied with a decision should have the right of appeal to the Regulator. The regulator should refer such matters to an advisory body consisting of representatives of the operator, a subscriber association and an independent consultant. The recommendations of such an advisory committee should be final. Every three months the advisory committee should present the complaints received to the Regulator who should take up these matters with the operators. The publication at least once in three months of the names of all authorised service providers and their approved tariff rates. The present system of charging different rates for the same service provided by different providers in the same exchange area be discontinued. |
