In Scholten the legal weight of the Stuiver of Ceilon is quoted at the price of copper (ca.). For the 1783 Colombo Stuiver 13.35 gms is given in Scholten and other denominations in proportions. This would make this 1/4 Stuiver dump 21% under weight like the wreath 1/8 Stuiver dump and therefore maybe contemporary counterfeits unless both were issued when copper was relatively more expensive.
