Obverse : Crowned Portrait of George VI to left in relief between the legend KING GEORGE + THE SIXTH on left and right, within a dot circle along periphery with raised rim.
Reverse : Crown on top dividing the numerals of year 19 51. Large numeral 25 below which CENTS; ශත විසිපහ in Sinhala, and ௨௫ சதம் in Thamil on consecutive lines with A palm frond on ether side and at bottom CEYLON in upward arc. All within dash circle along periphery with raised rim.

The Mint figures above from Royal Mint Report. The 7.0M minted in 1951 was coins with frozen year 1943 according to Sallay's unpublished records from the Board meeting minutes of the Central Bank of Ceylon.

Royal Mint Report for 1959 states that new Master tools for coinages for Ceylon 25c were made to accord with sample pieces supplied. For the obverse reduction-punces of the effigy were prepared from an existing intermediate model and the inscriptions were engraved by hand on the succeeding matrix. For the Reverse matrix was engraved by hand.

The Royal Mint striking differ slightly in details of the date numerals 9 and 5.

The total above for 1951 Mint figure 20,060,000 from Royal Mint Report and Sallay. The total of year 1951 of 29.56M given by Robert Harris(1970) and 25.94M by Remick (1968) are both are in Error. Pridmore (1961) who says 17.32M in 1951 and 2.5M in Royal mint but this excludes some minting till 1962 after cataloged.
