within two plain circles which has sixteen alternating dots and plus

The more mature portrait of Queen Victoria wearing a crown and a veil, was introduced in 1893 and continued through to her death in 1901.
A dispatch dated 1870 August 17, from Governor Sir Hercules Robinson
to the Colonial Office stating that the "Elephant and Dagoba" design,
prepared by Mr. Smithers of the Public Works Department appears to
his Executive Council to be more suitable than the arms of the
colony, to be represented in the Public Seal of the Island of Ceylon.
This symbol was adopted by the Ceylon Government Railways (CGR) and the
Ceylon Post Office, but was not adopted in the court of arms for Ceylon.
The medal was scanned at 600 dpi and the images are displayed at 180 dpi. It was purchased from an dealer in Colombo in 2011 December.
